BULLETIN: IEEPA Tariff Refunds & ACE Portal Setup
Dear Valued Customer,
As a reminder, U.S. Customs and Border Protection (CBP) will not issue paper checks for refunds related to tariffs assessed under the International Emergency Economic Powers Act (IEEPA). Refunds will be issued electronically through the ACE system, and importers must have an ACE Portal account with ACH refund information on file to receive payment.
Setting Up Your ACE Portal
If you do not currently have an ACE Portal account:- Confirm your email on file – Please check with our office to confirm the email listed on your CBP Form 5106 Importer Record is correct.
- Request an ACE account – Complete the form at: https://ace-accounts.cbp.gov/s/importer-form
- Activate your account – You will receive an email from CBP confirming a new ACE Secure Data Portal account. Follow the instructions in the email or go to: https://ace.cbp.gov/s/
- Add ACH refund information – Once logged in:
- Go to Accounts → Importer → Select your company name
- Click the ACH Refund Authorization tab
- Select Get Info/Refresh and enter your banking information
Without ACH information on file, CBP cannot issue refunds.
CBP recommend using Microsoft Edge as the browser for best ACE performance. Be advised the site is experiencing high traffic volume and some reports of site availability have been reported. Be diligent and consider site visits during off peak times.

CBP Update on IEEPA Refund Processing
On March 12, 2026, CBP informed the United States Court of International Trade that it is developing a new ACE feature called Consolidated Administration and Processing of Entries (CAPE). The CAPE Claim Portal will allow importers and brokers to submit IEEPA refund requests directly through a new tab in the ACE Portal.
Once a CAPE Declaration is accepted, the system will update the entry summaries, schedule liquidation or reliquidation, and then process refunds through the ACE refund system.
CBP will issue additional guidance as the system becomes operational.
