Bulletin: IEEPA Refunds - Action Required

Dear Valued Client,

CBP is launching the CAPE refund portal (~April 20, 2026). Phase 1 covers ~63% of entries. Approved refunds targeted within 45 days via ACH (no checks).
Important: Refunds are NOT automatic. You must file and be set up.
Before launch, complete:

1. Create an ACE Portal Account
If you have not set up your ACE portal yet, contact our office to confirm the email listed on your CBP Form 5106 Importer Record is correct.

2. Enroll in ACH Electronic Refunds
Once logged in to your ACE Portal account, add ACH refund information under the ACH Refund Authorization tab

3. No U.S. Bank — Designate a Payee via CBP Form 4811
Non-resident importers without a U.S. branch bank or U.S. based importer not able to set up own ACE portal can designate Pegasus Shipping Inc to receive the refund on their behalf, using CBP Form 4811 (Appointment of Unpaid Agent). Please contact our office for more information.

4. Pull and Review Your Entry Data
We can identify all elligible IEEPA entries (Feb 4, 2025 - Feb 24, 2026) and prepare filing

5. Confirm Entry Liquidation Status
To protect your refund rights on liquidated entries, filing a protest is strongly recommended. Protest is required within 180 days of liquidation
Entries beyond 180 days are not eligible for protest — refund options for those will depend on future CAPE guidance or alternative CBP processes.
